Is this legal?
Yes, when the owner of the systems authorizes it in writing. We don't start otherwise.
What do I need to start?
One account, and the systems you own and are authorized to test. Technical details come later, over a channel we agree.
Can public bodies work with you?
Yes. Every engagement is documented end to end: the contract, the authorization, the report and the retest.
